He was originally created as a level 1 gnome for a gnome race event in EverQuest, where everyone started at Ak'Anon (the gnome city), traveled to the docks in Butcherblock Mountains (dwarf starting area), then crossed the Ocean of Tears via boat to the docks of Freeport (human city in eastern Antonica, in EQII it's the original home city for those on the "bad" side) and ended up on a massive level 1 gnome assault of Freeport's Priest of Discord (the guy you would talk to in order to get the book that would permaflag you for PvP on PvE servers).
Later I participated as a level 1 gnome illusionist named Raelphesterbind in a level 1 gnome trek to Vellious, the icy continent. Along with numerous other gnomes he trekked all the way to Icewell Keep--bear in mind these were level 1 gnomes going through hostile frozen wastes with level 35+ mobs--and we got all the way to Icewell Keep's boss, the dwarf Dain Frostreaver IV, and had an über guild preparing to hit the Dain in a raid stand-by while we carried out (repeatedly) our own raid hits against the Dain.
What made it real fun was those of us who were illusionists had the minor illusion spell which would turn us into an object from the surrounding environment. In the Dain's chambers we could turn into the big banner flags--we'd surround the Dain, cast our illusions, and basically hide him behind a ring of banners.
Eventually after several attempts on the Dain (ending up with him surrounded by newbie gnome corpses--and banners and such, since your corpse would retain your illusionary form if you had one) we gave up and let the über guild have their attempt.

Chibs also exists in WoW, a level 70 gnome rogue on Sentinels.
Chibs' name came from my monk in EQ, Chiba Tenchi, seen below:

I wanted to make sure folks on the level 1 gnome run knew who I really was.
